Welcome to the low-end page designed to work over a modem and render reasonably even on some pretty ancient browsers. How is this accomplished? By sticking to plan and simple HTML3.2 type pages, and not using anything too fancy. Mostly text with some simple markup can give a plenty usable page with a clean layout that shows on everything. Of course tables can be abused like in the header above to give some flair and layout to a page, but for the most part I'll avoid that here for this content.
